The Secretary of the Navy is the person who ultimately assigns an official name to a vessel. I do not profess to know what the specific reason was in this particular case, but would surmise it to be a worthy honor for such a technological achievement –and-it being the lead vessel in its class would make it doubly deserving of such a great patriot to America.

Alright I am stumped on number 10 I need a hint. At least tell me what era this guy is from. there are a lot of gun designers and this might narrow the search. Otherwise I will just start naming random people.

George Washington was a class of submarine that was later given the nickname of "Boomer" to it's design. Many variations came. The most famous being the Russian Typhoon class, which was the largest class of nuclear submarines ever built. Why they where called boomers was simply because they shot bombs that went "boom". As this is hard to illustrate here are some pictures.
