I'd pick Raccoon City because I get to meet cool people like Leon Scott Kennedy and the voluptuous Claire Redfield.
Of course, you get the occasional extra-strong, extra-creepy, extra-fast creature with sharp, long talons and claws with teeth that bite through metal, but it's ALWAYS fun to pick up a handgun, a grenade launcher, the traditional shotgun, or even a crossbow to kill some of those stupid, lesser, shambling zombies.... and their pets.

I would say fuck it all and run back, but judging by the area I'd say we're fresh out of Himuro Mansion so screw that idea. I guess I'd head into Raccoon City for considerably less mind fuckery or bad camera controls.
