The meter appears to move when it's help near a light source.
I have no idea what the dials do.
(Sorry for the blur, my hands shakes cause I'm annoyed with the damned thing)

i was thinking it was a scanner that lets you know where electrical wires are behind a wall. but i was wrong...obviously.
