They're the 22 (24 if you count Aeon and Universe, but they're usually exchanged for Judgement and World) major Arcana from a Tarot deck, usually used for divining or spiritual interpretation. They represent different things about people. The first thirteen are a cycle.

Arcana are mostly symbolic, but all the personas belong to one of the 21 major arcana, which in turn coincide with 21 in-game social links with other characters, et cetera. So if you build a relationship with the person representing a particular arcana in the game, creating a persona of the same arcana will make it more powerful.
