If the HTML thing in the options was unchecked, you need to check it. You should be allowing HTML MOTD messages.
Once that happens you need to make sure you can stream music via windows media player in whatever browser Steam uses for the internet. In most cases this is whatever version of internet explorer you have on your computer.

Yeah, I had this problem as well. Then I realized that when I brought up JB settings it brought up the MOTD page. I decided I should activate that...
