i dont have this problem but some people do..
the normal model for a character in tf2 is around 4000 polygons
this guy who made this redid them and shrunk them to around 600 giving a HUGE fps boost.

most of the fps loss in the game is due to the particle system, not so much the poly count on the models... but it could help a little

The best trick I know is putting -dxlevel 81 in launch options. Did magical magics for me.
