Fix Arena And Map Voting

These are two biggest technical issues on the server right now. The server treats individual arena matches as whole rounds, meaning any time arena is played, it's usually over with in a few minutes unless everyone keeps voting to continue current map. Map voting has been semifixed but is still not perfect. I believe it only takes 10 votes before completing. Ten isn't great when there's 22 people on the server, but it's better than 4 like it was before.
