Hi,
If the ports time out, either you have not configured your router properly, you have a firewall you do not know about, or your modem has a built in router as well.
For testing reasons, disconnect your router and hook up directly to your cable/dsl modem. Verify you have a working connection. Then try the game again. If you cannot get an IP address, you may need to power cycle your modem.

Run a custom port test on the following site. Type in 28960 to the Custom Port test box and click Check Port. Tell me what it says:

i havent cheated. i cant even play the game! i cant even make a online profile because i keep getting the cant connect to online service error. i tried everything. it happens every time i try to play the game.

If you'd cheated, you'd be banned by Admin or Punkbuster....
If you'd not cheated, keep try logging on servers over the weekend, provide us with the time frame on when you'd not be able to login most often for further investigation, if you could some how log in to the sever.

i tried that. I dont think it was stolen either. is it possible my cd key was disabled or deactivated or banned?

If it were stolen, there is no way that you can not have access to the game for 24 hours a day 7 days a week. The person who stole your key at some point would stop playing, it sounded a lot like more port forwarding issue to me, if thats the case. However, if you are certain that your key is stolen, it is very likely that you'll have to purchase a new copy. As stated in the game manual on page 1, "If you lose your CD-Key, you will not be issued another one."

If you'd been uninstalling and re-installed the game, then it is very likely that you will need to do port forwarding. Once you got that done, if it still wouldn't work, please see below.
In order for us to determine whether your code is stolen or not, please try the following, whenever you get the CD key in use error or cant connect to online service, please wait for about 5-10 mins and try to log in again, under normal circumstances by doing over 3 attempts should allow you to log in unless your code's stolen.

well thank you for actually trying to help this time. I have the newest patches and i have punkbuster. I bought this game last December. i uninstalled it and just installed it again now. When i bought it then it worked fine.

Be sure that your computer is not behind a software or hardware firewall of any kind. This includes firewalls built into routers or other equipment, as well as programs like Zone Alarm, Black Ice, and the integrated firewall in Windows XP/Vista. Activision does not support the use of our games from behind a firewall. If it is not possible to disable the firewall you will need to open the ports for Call of Duty: World at War. Call of Duty WaW transmits and receives network traffic on ports 28960 3074 for UDP and port 28960 for TCP. The exact details on opening a port is specific to your firewall. For more information check with the firewall documentation or manufacturer.
Another common cause of problems is a poorly configured router or connection sharing solution. If you are using a router, ICS, NAT or a software gateway you may have problems playing on the internet. This is because the router may not be forwarding the correct information back to your machine. It may be possible to get around this problem using port forwarding or DMZ. You can find more information on configuring shared connections for multiplayer gaming at
http://www.practicallynetworked.com. Please be aware that like a firewall we cannot actively support using shared connections to play online.
The most common cause of problems though is usually the simplest - an overburdened network stack. By default many computers have protocols the average person doesn't use; things like VPN or NDISWAN. You may want to contact your ISP to find out exactly which protocols you can safely remove. Often times network game problems are resolved by something as simple as removing unused adapters and protocols.
The problem may also be related to the status of your ISP or that of the server. Due to the dynamic nature of the internet and the variable levels of traffic, it is impossible to completely eliminate this error. If you are having persistent problems you may wish to try a different server, or just wait and play a little while later.

Unfortunately we cannot replace your stolen or lost Key, as we do not have any keys to give out. The Keys are placed in the packaging at the manufacturing plant. As stated in the game manual on page 1, "If you lose your CD-Key, you will not be issued another one."

I know, activision sucks at providing support for their games. I purchased CoD: WaW, and the first day I tried to play it all I got was a black screen. So after a week of contacting support (with no success), I googled the problem and found the fix.
