Tips of how to run TF2 smother?

Every 10 secs or so I lag for about 0.4 seconds. This really irritates me when I'm in the middle of battles and I usually end up losing. I'll be appreciated if someone help me.
I bet it's gonna be some console command to fix this.

Take a pillow and go in the middle of the night. Try to do it as quickly as you can.

turn down your shader settings in the video tab under advanced, then turn down textures and model details if it persists.

also your general defrag, verify game cache, etc are never bad

Turn down video settings, use an optimized TF2 config, set TF2 to DX8 (woops) mode if necessary.

DX9+ is high, I tested it btw, It does nothing on tf2.
DX9 is default.
DX8 is low quality

(Sorry to bump but a little tip about DirectX.)
Here is an easy way to set TF2 into DirectX8 without having some annoying glitches I have found.
1) Goto the library in Steam and right click on Team Fortress 2 on the list and select Properties.
2) [Using the picture below] You want to set your launch options for the 2nd command.
The first command may help with loadup times if you experiencing problems with the Valve loading video [aka the person with the Valve in their head] but it does not contribute to TF2 not lagging.
-dxlevel is what you expect it to be, the question of why put 81 comes down to it being DirectX8 with some additions that -dxlevel80 lacks. Sometimes water with the command -dxlevel80 messes with water - basically the surface above and below the water white but you can still see in the water. However, if you are in the water and your enemy is not (or vice versa) it will be almost impossible to kill them if you cannot see through the water's surface.

Can someone test that out? I tried it on a POS computer and it seems to have a slight performance increase (AKA from <20 fps to 30-40 fps).
