Amplifier Mod

We ought to have this on both servers. It's based on the fake Engy update, lets Engineers choose to build Amplifiers (crit/minicrit providers) in place of dispensers.

Has the updated plugin.
I believe it needs the zip file and the second link plugin amplifier.smx. Or the bz2 zip file for fast download. Not entirely sure how to set it up...
Also needs to be added to sv_pure whitelist.
Can also change a cvar to make amplifiers jarate enemies in range, etc.
