I still stand by my idea of an application to a sentry gun that covers all enemies in a certain radius in oil when sapped or shot. The oil would short circuit spys cloaking devices and give all enemies covered in it +25% damage from pyros fire, like mini crits.

The downsides would be that it takes long to build and upgrade your sentry gun, and if you dont have a pyro nearby, then the oil serves no other purpose aside from acting as a Jarate substitute shorting out the spy's cloaking for the engineer.
