I have not seen this problem before, Add the skins as the folders are, do not go into a folder other than TF, if a file is missing make it. That is all I can think of.

Ex A few things could be doing this
1. You have two skins for one weapon Causeing a Meage Into a Wireframe of the First one you had
2. You Went into a Pure Server that Broke all this Skin Layouts
3. The File is Corrupted When Launched Reskinning it should fix the problem
this is all from What I've run into I've had problems with the SAME Skins and I Attempted these above So give them a shot
