It's an electric ice scraper. It plugs into your cigarette lighter to make it easier to scrape ice off your windows.

I never understood how they could possibly work.

No, I understand how it is supposed to work, I just don't understand how it would actually work.

In Minnesota it gets so cold sometimes that you can take a boiling pot of coffee outside, spill it into the air and it will be frozen by the time it hits the ground.

If it was done with heat, the thing would just freeze to my windshield. Vibration doesn't make sense because in the cold of winter I might as well be a vibrator.
