I'm pretty sure it was confirmed that they would release it after Episode 2 ended on a cliffhanger.

The Korean text apparently translates as "The time is". Those dots, meanwhile, are supposed to represents our solar system of planets. Someone over at RLLMUK reckons they've cracked the code, and that it spells out September 26, 2013. Which also comes very close to Steam's 10th birthday.
It would be nicely wrapped up, if that wasn't exactly what they wanted us to think.
