i keep getting this pop up it says its from my system but an unknown publisher

i keep placing cancel then it pops up more and more frequently and when i press run it does the same every time i start my computer it's like this

I'm assuming your explorer.exe is infected. Scan it with an Anti-Virus (or just scan your whole computer).

iexplorer.exe is the name my computer gives internet explorer in the task manager.

My bad, I didn't notice the 'i'.
However, it tries to do something in the "explorer.exe", which looks kinda malicious to me.
I still advise scanning your whole computer.

Explorer.exe is just a normal windows process. When you exit the process your task bar goes away and basically your windows functions disappear.

I have explorer.exe , deleting it messes up your comp

Yes, I know explorer.exe is basically your GUI and iexplore.exe is IE, but they don't need to edit one another and explorer doesn't need to install anything.
Therefore, I think either your explorer.exe or iexplore.exe (I mostly suspect the second one) is infected and needs to be disinfected by an anti-virus.
Then again, it has been a week since the OP posted anything...

Some virus running on your computer launches using explorer.exe (probably been double clicked on at a certain point), and is trying to launch iexplorer.exe in order to download/install more, possibly due to a worm or trojan. Or, at least, that's my deduction.
I would suggest running antivirus programs such as MalwareBytes in order to further investigate this issue. If you have 2 explorer.exe's running then you may have found your problem.
Also, if you delete explorer.exe by accident you can always re-run it without having to restart by Ctrl+Shift+Esc then clicking File>Run and typing in explorer.exe
