Maybe a little more information?
Is it only in TF2? Can you login in your account? Have you restarted your PC yet? Have you tried deleting your ClientRegistry.blob?

I cannot start up steam,I was unable to login for almost a week now.And I did delete clientregistry.blob.Steam still won't open after I reinstalled it.
I was getting sleepy when i made this topic.So I didn't bother adding a paragraph of information.

EDIT:Steam is back to normal!My antivirus was messing it up.
