Yes, this is Valve's so-called 'protection' about fraud. This happens if you buy too much (apparently), you get gifted a game by someone whose creditcard is not valid or if they suspect your account got hacked.
I thought they will send an e-mail to you where you have to click a verification link and reenable your account, but it seems that is only if they suspect your account if being hacked.
