My bad, I just stuck the gif image in the vtf converter and assumed that all the frames would come out.
In order to create an animated spray, I need to get all of those images compiled into the vtf converter itself (not the gif file). And since those images (the hosting site) are banned by my ISP, either someone else has to do it or I need the images hosted somewhere else (like here, or some other safe wiki site).
If you want to do this yourself, here's a step by step process of what to do: Tutorial.

well i got all the images converted and into the animation but the speed way way to fast and i couldnt make it slower...that and it was way to big
